Az alábbi gondolatkísérlet a beszerzés közgazdasági elméleti kérdéseit vizsgálva próbálja a közbeszerzést mint az állami beszerzések szigorúan szabályozott fajtáját bemutatni a hazai gyakorlat és felfogás tükrében. Nem titkolt célja ugyanakkor, hogy enyhítse a meglehetősen egyoldalú, törvényközpontú felfogást, s rávilágítson olyan, kifejezetten gazdasági, informatikai kérdésekre, melyek tárgyalása során kitágul a problémakör, és a figyelmes olvasó számára a közbeszerzés mint speciális beszerzéstípus, illetve mint közbeszerzési ellátási lánc jelenik meg a maga logisztikai és változásmenedzsment problémáival. Nem lehet célja azonban minden, a beszerzéssel kapcsolatos elméleti megközelítés ismertetése, hanem a közbeszerzés tapasztalataival, gyakorlati problémáival szembesítve az olvasót próbálja felhívni a figyelmet a témával kapcsolatos, szakcikkekben is gyakran fellelhető sztereotípiák, előítéletek, leegyszerűsítések tarthatatlanságára és bátorítani az érintetteket a közbeszerzés világának szabadabb, elméletben egyre gyakrabban tárgyalt megismerésére. ----- The following working paper introduces the public procurement as a rigorously regulated type of purcasing methods analysing the existing economic theories and reflecting the domestic practice and general attitude. Our declared aim is to widen the relatively narrow regulation-orientated view and to enhance particularaly economic, information technology related issues. Examining the theme, the scope expands and the public procurement appears as a special purchasing method and as a public procurement supply chain to the professional public with its characteristical logistic and changemanagement issues. It was not our aim to cover the entire spectrum of the numerous theories of purchasing however, the paper confronts the reader with the experience and practice of the public procurement and we intend to call the attention to the indefensibility of the prejudices, preconceptions and simplifications that often occur in various professional articles and to encourage the affected players of the purchasing market to openly and willingly get acquinted with public procurement.
